(1) Business - The business program is in the process of developing a new 12-unit certificate program in Sustainable Green Business Practices. Four new courses have been submitted to the Curriculum Committee: Green Marketing Strategies, Sustainable Business Practices, Global Business, and E-Commerce. An additional new course will be submitted before the end of November--Emerging Green Technologies. (2) CAOT - CAOT submitted a new course to Curriculum last spring which was offered for the first time in the 2010 fall semester: CAOT 78 QuickBooks. It will again be offered in the 2011 spring semester. CAOT is also continuing to pursue offering a medical certificate. Four new courses are planned: Medical Transcription, Medical Record Keeping, Medical Office Procedures, Introduction to Medical Billing; students would also take Medical Terminology through the Life Sciences Department to complete their certificate. (3) Law - We will continue to develop the curriculum for our 3 new certificates. In 2009-2010 we developed the substantive law for each certificate. In 2011-2012 we will develop the "nuts and bolts" practical class for each new certificate. Upon completing these 3 new practical classes, we will then be able to pursue curriculum approval of the three new certificates. (4) Administration of Justice - We are in the process of creating a certificate and degree program in forensic science. We have submitted to LOWDL our proposal for both certificate and degree programs and have submitted and had approved through curriculum committee most of the courses required for both. |

(1) Business - Currently, the business discipline has only one full-time faculty member. The business discipline has lost three full-time faculty members in the last three years. One faculty member (accounting) is being replaced; however, at least one more business faculty member is needed to grow the program and to assist the present students in attaining their degrees. (2) Law - We have not had any openings in Law. When we reach 1000 student enrollments per semester (we are currently at 900 per semester), the paralegal program will apply for one additional full time faculty. |

Over the last two years, the disciplines with the lowest enrollment, CAOT and Business, have pursued successful strategies to increase enrollment. Three new adjunct faculty with real-world experience have been hired in the CAOT discipline and one new adjunct in the business discipline who has had outstanding enrollment and retention success. In addition, a two-year plan has been developed to assist students with planning their schedules; classes are offered both during the day and evening and on weekends to accommodate students' needs. A CAOT student database has been developed and e-mails and postcards are sent to CAOT students to encourage them to enroll, especially in low enrollment classes. The CAOT and Business disciplines are both updating their discipline brochures. In May of 2010 a joint advisory board meeting was held to obtain feedback from local businesses on the present and proposed curricula. New courses have been developed as a result, for example, QuickBooks, CAOT 78, and courses are in the process of being developed for a Sustainable Green Business Practices certificate and for a Medical Office Assistant certificate. All courses in the Business and Law Department have been updated, certificates and degrees in the Business Discipline have been updated and will be revised again this year. CAOT is in the process of revising its certificates and degree program. Law and AJ continue to have high enrollments. |

Response: Enrollment continues to increase in our program. Our program continues to grow even with reduced college budgets. In Fall 2012, the paralegal program reached an agreement with their Department Chair and Dean to maintain 14 law classes each semester. During the fall semester, law classes were cut to 13 classes, and then in Spring 16 classes were scheduled for no apparent reason. Based on this agreement, an additional class was reinstated for Fall 2012, and the two additional classes given back to the department for use. 14 classes are the required classes to support our certificate and to assure our continued retention/success and certificate completion rates which are all at rates higher than the college averages. Once budgets levels resume expansion, our paralegal program can easily accommodate 16 classes per semester.

Response: Our student success is 15% greater than the college average. Grade distribution is excellent, along with very high retention of 85.7%. All of these trends support the fact that our paralegal program excels in graduating our paralegals from our rigorous law curriculum.

Response: It appears that we are graduating about 34 students with a paralegal certificate for the 2011-2012 period This is down from an average of over 40 every year for the 2006-2011 periods. I would like to have an audit performed on the number of certificates as the above count for 2011-2012 is not an accurate count. Our paralegal program keeps very accurate records of our students who receive certficates. Our count over the 2007-2012 period is as follows: 2207(41), 2008(41), 2009(45), 2010(35), 2011(49), and 2012(49). This presents a much different trend line than what appears above. Also, in Spring 2012 we had the highest number of enrolled students (a 10.2% increase over the previous year), the highest student success rate for the past 10 semesters of 78.1% except for fall 2010, and with a retention rate of 85.7%, clearly these statistics do not support the statistics on the number of paralegal certificates earned in 2011-2012.
The number of certificates (according my my statistics) are different than the above statistics - see the following 2007 - 41 2008 - 41 2009 - 45 2010- 35 2011 - 49 2012 - 49

Total - 260 certificates for an average of over 43 certificates since 2007.
If the above figures are accurate, you can see that there were 15 fewer certificates (34 for 2011-2012 instead of the 49 paralegal certificates per my count) There is no explanation I can provide to fewer certificates, or the above appearance of a declining trend line . Our paralegal graduation awards each May are growing in size. I will be more than happy to sit down and go over the details of which students graduated and obtained certificates for the last 3 years to get to the bottom of the differences between the above statistics and my figures.
Also attached as a supplemental document is a Centers of Excellence - Customized Report for LAMC dated June 7, 2012, in which i analyzes Paralegals and shows a median wage for 2011 for paralegals of $25.31, and total completions of 42 for Los Angeles Mission College which is comparable to Pasadena City College and Mt. San Antonio College, both which are much larger community college paralegal programs than LAMC Paralegal Progam. see COE report @http://missionparalegal.pbworks.com/w/file/fetch/61198667/law-program012.pdf
In addition, the COE Report of 6/7/12 shows the Highest Ranked Occupations Requiring an AA Degree in the Los Angeles MSA 2009-2017 - Paralegals has 1,263 (2009 jobs), 15,016 (2017 jobs), a Change of 2,753 for a 22% change, and current median hourly earnings of $27.04
Finally, the same COE report shows Occupations/Jobs for which LAMC Currently Trains - Paralegals 15,493 (2009 jobs), 18,476 (2017 jobs), 592 job openings, Hourly wages of $26.63, Change of 2,984 and a 19% change average. All of the above statistics firmly support robust growth in the paralegal industry and will support the continuing growth of our paralegal program at Mission. see attached supplemental documentation from the COE report quoted above.

Response: During Fall 2011 we assessed the following PLO - "Students will demonstrate application of ethics to legal matters". We had a number of students from all of our 12 law classes post their work to the case study and then our law faculty assessed the student submissions.

Analysis: The students were given a case study, along with supporting materials (ethical theories, powerpoint, and grading rubric) which required the appropriate application of ethics which is one of our law Program Learning Outcomes. ??The case study required students to learn five theories of ethics, and then to apply the theories to an ethical dilemma as set forth in a case study.??Results/Analysis:??All 12 classes in our law program were assessed during the Spring 2012 semester. The students did fairly well with the case study (see above % for each class, and overall average (79%). Both briefing of law cases and this ethics case study require students to perform 4 steps as follows:??1. Clearly define the legal or ethical principle (articulation of the substantive law or ethical principle is essential).??2. Spot the legal issue of ethical dilemma (similar to a doctor diagnosing the correct illness given many symptoms)??3. Fully discuss each relevant fact and demonstrate how it impacts the case law or ethics case study.??4. Arrive at a conclusion - demonstrate a full understanding and application of the legal or ethical principle, be able to understand the public policies involved, the legal rationale for the decision, and in the ethics case, propose alternative solutions which help to resolve the dilemma while balancing the competing interests of the parties. ??Assessment of the ethics case study reveals that students seem to handle steps 2 and 4 fairly well (spot the issue, arrive at a conclusion), but a common mistake amongst all of our students is to gloss over, overlook, or fail to handle steps 1 and 3 (clearly define terms, and fully discuss the relevant facts in a law case or ethics case study). ?? Suggested resolutions:??During the Spring 2012 semester the law faculty will discuss some of the below possible solutions to improve our students' failure to clearly define terms and discuss relevant facts. • infuse more ethics case studies, definitions, theories, and practice identifying and resolving ethics dilemmas throughout our discipline and program? • draft a different case study with a model answer for every semester which can then be used as extra credit for students at the end of the semester, and continue to assess the ethics case study approach? • better craft "instructions for class assignments, projects, case law briefings, etc. and stress the importance of following instructions carefully in each class? • create a youtube video (possibly humorous) showing how not following instructions ends in bad results? • instruct students to remove the use of personal opinions and supplant them with supported and substantiated legal arguments? • develop strategies, best practices and new pedagogy to assist instructing students on how to better balance the competing interests and policies between disputing parties? • increase possible internship/job shadowing "hands on" experience for students to gain "real life experience" in the resolution of disputes and ethical dilemmas? • look for good academic pedagogy, perhaps in the sciences, to infuse a more "objective" fact based analysis? • work on developing best practices in teaching analysis which apply equally to case law briefing, and ethics case studies? • explore alternative types of assignments which engage students more fully. one might be group projects with use of interesting, dynamic case studies which require more innovative thinking and analysis? • possibly develop a separate law class in ethics and add it to our paralegal curriculum? • create a Spring Ethics Composuim or Forum between several disciplines - i.e." Interdisciplinary Ethics Forum" (Administration of Justice, History, Psychology, Sociology, other Social Sciences, Humanities and Liberal Arts instructors, courses, and disciplines, etc.) and to argue pro and con a "hot issue of the day"? • develop more assignments and projects which are "problem solving" and which require more "open ended" thinking and analysis, such as finding cases given a "sparse set of facts", "searching to find solutions" type of assignment ? • find a simple "formula" we can follow to develop more student engagement, and develop more "search and problem solving" oriented assignments.??
We will meet with our law faculty during the Winter 2013 break, and determine which strategies to adopt and implement to improve student success in our program.
In Fall 2008 we developed and assessed all of our online law classes with the SLO "Students will be able to brief a law case" - - see http://slo-law.pbworks.com/analysis-strategy
We analyzed the results and decided that we would implement two new changes.
1. An early alert system. Faculty would grade the first few assignments early in the first few weeks of each semester and then notify specific students of their needs for online tutoring and the areas in which they need tutoring>
2. We would employ online tutors to assist in helping students to improve their writing skills, specifically on case briefs.
We have seen marked improvement across the law discipline in student case briefs as reported by our law faculty.

Respondent(s): Prof David Jordan, Director of Paralegal Studies Program Describe the status of the Advisory Board for this discipline. Response: Our Law Advisory met on 3-6-12 for the Spring 2012 semester. We had a joint AJ/Law Advisory. This was the second time both AJ and Law held a joint advisory meeting. This has proved very successful as our disciplines are very alike in many ways, and we can collaborate on various projects. Please list the recommendations from your advisory board and the actions taken or plan developed as a result of advisory board recommendations. Response: The recent Advisory Committee meeting recommended an infusion of ethics into our program, the development of a mock trial case in collaboration with the AJ program, and the creation of internships with outside agencies such as LA County of Probation and Secret Service. We also discussed the addition of a Computer Technology class for our paralegals.
We did a complete SLO/ILO assessment on ethics for all of our law classes, and see the analysis of that assessment, and which strategies we will discuss in Spring 2013, and implement in our law program. We will work on creating more paralegal internships during the Spring 2013 semester, along with developing the mock trial collaboration with the AJ program .

Response: The FTES continues to increase. In Spring 2012 it grew from 80.0 or a 10.7% increase from the previous year.
The on campus paralegal FTES has jumped dramatically from 15.8 in Fall 2010 to 26.1 in Spring 2011. Our program did this by adding more "hybrid - online/oncampus classes For example on Mondays, students can take two classes from 5:20 to 10 pm, and on Weds. students can take 3 classes from 5:20 to 10 pm by scheduling two or three hybrid classes in place of the traditional 3 hour on campus format. We will continue adding hybrid classes to maximize time and location limitations created by statedwide budget cuts. The percentage change in FTES between Fall 2010 and Spring 2011 was almost 20%. Since Fall 2007 the total FTES has grown from 63 to 97, or a 50% growth. Our program clearly has exceeded expectations in FTES growth over the last 4 years.

Response: Our FTEF at 80% is well above the college average of 66.2% for Spring 2012.
We continue to develop and add new faculty. We have added two new law faculty which were trained through Project Match. We added these faculty in Fall 2012. 4 of our recent law faculty are Project Match graduates. This LACCD District program is excellent as it takes a lawyer who is interested in Community College teaching and trains them in the "nuts and bolts" skills required. We also require our law faculty obtain two certificates in online teaching, one in the moodle course management system, and the second in online pedagogy. Thus it takes almost 3 semesters to prepare our online faculty from the outset of their training through the Project Match program. This ensures the highest quality online law faculty, and contributes to our excellent FTES growth, and keeps our program very competitive in FTEF R, H and FTEF. Our current law faculty have a combined number of years of practicing law in excess of 100 years.

Response: Our average class size of 42.2 for Spring 2012 is above the College average of 38.2. Because of budgetary reducions across the college, our discipline was 11.2% down from Fall 2011. Our average class size is the highest in our Department. Since 2007 our classes have increased from an average class size of 35 to 46, or a 30 % growth. Our program outpaces the college average. For the last two to three semesters we have been "turning away" students who wish to take our Paralegal Certificate program
For reasons unknown, our program has been scheduled with 15 sections in the Fall semester and 16 sections in Spring. Once our college budget becomes restored to previous levels, it is recommended that the schedule in Fall and Spring semesters are the same, or 16 sections.
If and when the college is able to expand and increase its class offerings, the paralegal program can accommodate more growth in its class offerings, class size, and overall enrollment. The paralegal program has increased in enrollment every semester since 2002 when it started its entirely online paralegal certificate. The google rank for our online webpage is #10 out of all of the google listings for "online paralegal certificate" and now is on the first page of the search engine results as a result of so many students searching google to find our online paralegal certificate.

Describe the use of technology in this discipline.
Response: All of our online faculty received certification from @One in Online Pedagogy. This has improved the quality of our online program through the use of screencasts, podcasts and other interactive media. During Summer 2011, we re-designed all of our class webpage formats to simplify the navigation for our students, and to assist with comprehension and retention. During the Summer of 2012, we adopted a new, updated version (2.0) of moodle which has enhanced and expanded features for both our on campus and online students.
We still wish to implement a mobile application using the emantras.com mobl21 cell phone technology to deliver content, review quizzes, assessments for use by our students. This will enhance our online delivery of the paralegal program.
Also we are using screencasts now for some of our online classes and our online faculty received extensive training over summer 2010 in online pedagogy and will start to implement the use of videos and podcasts in their onlne classes.
In our on campus hybrid classes we are using the campus smart classrooms to implement all of the new technology we use online for our online students. "
We continually update our law page at http://lamission.edu/law and we have added an active "job board" where we post daily/weekly new job offerings in the paralegal field. We also use facebook, twitter, and blogger to post job offerings.
We also will introduce the use of voicethreads used at Pepperdine - see http://wikis.pepperdine.edu/display/GSBME/Discussions+Using+VoiceThread which will increase student interactivity and participation in our online classes and will give the "touch and feel" of a real, live on-campus classroom.
