Recommendation Closely monitor disciplines with low enrollment and pursue strategies for strengthening.
Response Enrollment in all disciplines in the Business and Law Department has increased significantly over the past several years due to more efficient scheduling and the hiring of new adjunct faculty with "real world" experience who have replaced the two full-time faculty who retired in 2009; these "older" faculty typically had low enrollment and low student success in their classrooms. Spring 09 to spring 10 there was an increase from 264 to 357 students or 35% (23% in the day and 48% in the evening). We have monitored classes and enrollment in not an issue at this time.

Access - Enrollment

Data Review and Analysis for Enrollment

Analyze trends in Enrollment over the period for which data were provided, using detailed breakdowns as necessary. Where college-wide data is provided, compare discipline to college-wide trends. Also, discuss college-wide or discipline-department specific factors as they relate to these trends and note the implications on your discipline/department operations or planning.

Response: Update (Spring 2016) - Fall 2015 the same as Fall 2014, and down -7.8% from Spring 2015 or down 53 students. Since 2011 (553 students) compared to 627 students (70+ students), enrollment fairly flat, but growth slightly down. The program has added more "hybrid" on campus classes which are smaller than the respective online classes (enrollment cap of 48 vs. 65 for online classes) and this could be reason for slight decrease in enrollment. Now all 12 law classes for the paralegal certificate can be taken by students either entirely online or on campus (in the hybrid model). A more favorable balance now exists between online and on campus with slight (was previously 9 online classes vs. 3 on campus, but now is 9 online classes and 6 hybrid classes - 2 classes each on Monday, Tuesday, and Wednesday evenings with more satisfied on campus students while maintaining high online enrollemnt. Since2011 enrollment is fairly consistent and sustained. 

There is a 20% increase in hispanic enrollment since 2011 (similar to college growth), and enrollment of students under 20 (high school students) has grown from 18 students in 2011 to 120 students in 2015 as a direct result of the LAMC Pathways to Law commenced in 2014. There are is a slight increase of males taking the paralegal certificate program, up 10% from 2011 (probably due to the downturn of the economy in 2008, and retraining in the marketplace. The paralegal profession is primarily a female dominated profession.

Also, as part of the Pathway to Law program at Mission (http://lamission.edu/law/pathways) we have reached out to high schools to create a "bridge" or "pathway" to Mission for high school students interested in careers in the law. Since Fall 2013 we have increased from 0 high school classes to 7 in Fall 2016 ( 3 classes at San Fernando High School, 1 class at Northridge Academy, 1 at LA Leadership Academy and in the Fall 2016 2 classes at Poly Tech (this is an increase of over 150 students in our program). Dean Darlene Montes has been instrumental with assisting the paralegal program in building the pathway from our local high schools. The Paralegal/AJ programs awarded Dean Montes with an Award of Recognition at our recent Paralegal/AJ Awards Ceremony (5/19/16) - see below photo.

Response: We have not chosen to set standards other than the college standards.

3) In areas you’ve identified as needing improvement, describe strategies and/or interventions that you will implement to help bring about improvement in achievement outcomes

Response: Update Spring 2016: The improvement in student success and retention (between Spring and Fall 2015) comes from a better balance between on campus, online, and our high school classes. The faculty have selected to measure success and outcomes for students in their writing briefs. This will be our second semester doing this, with some improved results in the writing of our students. 


4) Please assess the effectiveness of the strategies and/or interventions you implemented in prior years, in part by analyzing the discipline’s most recent success and retention rates compared to the prior year’s performance and to the institution- and/or discipline-set standards.

Response: Update Spring 2016: In the previous cycle we had an increase of 15% in student success, and this cycle we had an increase by 13%, but we are still under the college average. This is in part due to over half of our classes being offered in an entirely online format, and our increase in high school classes to 5 this semester which classically have a bit lower student success and retention than our on campus classes. 

5) If your program collects data on other criteria of importance to your program (e.g., Skills Certificates), please use the box below to document the criteria and your performance on them. If you have set a standard (a level of performance to meet educational quality and institutional effectiveness expectations) for your performance on each criteria, please also specify the standard.

Response: Update Spring 2016:Our students receive a Certificate of Achievement, and data is kept on the numbers granted each year. Our number of certificates were down this semester (40) from Spring 2015 (50 -55 certificates) probably in part due to a slight decrease overall in enrollment as the economy improves and not as many students are out of a job and need to retrain for another career such as paralegal. 

6) If your program offers any certificates and/or CTE degrees, please list the job placement rates for students completing these certificates/degrees (if you collect such information). Please list each certificate/degree in which there were at least 10 students who completed the program in a given year. State your standard for expected job placement rate. Also, state the job placement rate, as measured in the year following graduation, of students who graduated from the program.

Response: Update Spring 2016: We do not actively measure job placement. The college has purchased a software program and will start using it to follow job placement for our CTE programs. 

7) Please evaluate your performance and describe any plans for improvement on the measures identified in question 5 and 6 above (program-specific measures and/or job placement rates). Also, discuss any improvements that have resulted from prior program improvement plans.

Response: Update Spring 2016: With the Pathways to Law Program we are focusing more efforts in transfer of our students to 4 year. We are working to develop a TMC model curriculum with other Pathway Partner Community Colleges and recently (April 2, 2016) we attended a So. Cal. Academic Senate District Inquiry Group to work on developing the Law TMC curriculum for schools participating in the Pathway to Law programs statewide and for students who want to major in law. This will assist in increasing our students in transferring to 4 years, and then on to law school, or other law careers as part of the Pathways to Law initiative and program at Mission. The Paralegal program is actively working with Elizabeth Atondo, our new matriculation person at Mission, and the DIG to create the TMC law curriculum at Mission. 


 

Student Success - Awards

Response: Update Spring 2016: Number of certificates to be awarded this Spring 2016 is 40, which is down from 50 for Spring 2015. This is in part due to the downward pattern of overall college enrollment and enrollment in the paralegal program. Only a small percentage of our students obtain an AA degree in Paralegal. Those numbers should gradually shift now that we have the new Pathways to Law School program which assists students in creating a pathway to law school, and the 4 year UC/CSU for our students who are interested in going further with their legal studies. 

In 2009 we had 30 certificates awarded to a total of 151 students or a high of 20%, and in 2015, 36 certificates awarded out of 409. One explanation is we instituted a rotation of class offerings to balance the offering of our on campus/hybrid and online classes. Prior to the rotation schedule, we had many more online classes which had higher enrollment, and a faster path to complete the program for our online students, but a slower path for our on campus students as we offered fewer on campus classes (10 online vs. 5 previously, compared to 9 online vs. 7 on campus) See below rotation chart - This provides the offering of all 12 law classes every two semesters to both our on campus and our online students so a student can take the program either completely online or completely on campus or a combination of both. As our on campus students become more familiar with also taking online classes, the number of certificates awarded each year should increase. 36 certificates is still a great number of certificates for the size of our paralegal program. Pasadena CC Paralegal program which has almost twice our enrollment awards 30 -50 certificates each year.

Response: Update Spring 2016: Pathways to Law school is now in its 2 year. We now have five high school classes as part of the Pathways, and will add two more for Fall 2016 (Poly Tech) for a total of 7 high school classes.

1) Describe the status of the SLO Assessment in this discipline.
Response: Assessment #1 - End of Course Reflections

Each semester we survey students on their satisfaction with the program, along with End of Course Reflections . We take those results and use them to improve our program. This semester our End of Course Reflections contained the following questions with some responses. We analyze the results and add some of the suggestions from students in our overall plan to improve the program. (see complete results in pdf below)

question # 1 - Do you feel that this class has helped you to improve as a paralegal or law student? What improvements have you seen, and how did you achieve them? 
responses: Yes, it absolutely has. It has assisted me in understanding the various entities you can open a business under, LLC, Corporation and the corporate structure, Directors, Officers, Principal, Shareholders Yes. Knowing the probate process and learning about wills and trust is definitely a helpful skill. Learning the rules of intestacy is a must. Yes, I feel this class helped me a lot , I am so happy about this course. As a law student I think that all the activities we did in this semester were great to improve our skills in this matter. Yes, my research skills have improved significantly. I learned to cite my sources using foot notes and I learned to use Lexis Nexis. Yes, The improvements that I have seen were the understanding more of what is expected from a paralegal, how I achieved it was researching it. These paralegal classes are the best . Los Angeles Mission College offers these courses with amazing professors, when other community colleges do not.

question #2 - What were some of the most helpful assignments, activities, or readings in the class ? 
responses: - I feel like every professor I have taken whether the class is online or in a classroom environment are very hands on. The most helpful activities I'd say we're the videos explaining the court cases. Paraphrasing is one of the most important tools that I think had made a big difference in understanding those cases.

question #3 - Were any assignments/activities not helpful to you? Why not?
responses - All of it was helpful to me. All the assignments were good. Nothing comes to mind. i am sure I will refer back to the concepts introduced to me in each assignment at some point in my legal career.

question #4 - Is there any subject or topic you wish we had covered or spent more time on?responses - Maybe Holder in Due Course for negotiable instruments. I don't know why that was difficult for me to wrap myself around. Not in particular. I think that we needed more time in the timing quiz. I wish we could have looked at real estate law documents more.
question #5 - If you could give students who were about to start this course some advice about how to be successful in this class, what would you tell them?
responses - Read your chapter each week. It helps you do your assignments better. Read and absorb everything in the chapter printouts and chapter outlines. I will tell them to be focused on the assignments, and be concentrated to understand every chapter of the course. Study Study Study this course requires lots of reading and a open mind.
question #6 - Is there anything you wish you had known at the beginning of the class?
responses - I wish I had known more about word spelling. I wish I would have known how to use Lexis Nexis. No - To prioritize my time better.- Since I have taken online courses before or taken repeated professors. I know what is expected of me as a student.
question #7 - Is there anything about the subject or content of the class you are still confused about or wish you had learned better or differently? If so what, and how?
responses - No, everything in the subject are fine. I wish I would have learned to understand and analyze case summaries. I must say, however, that I have improved in that area since the start of class. Bankruptcy class was a broader subject difficult.

responses - This program is not just for the paralegal but touches on all aspects of life and learning these concepts prepares you and gives you a foundation that will always stay with you. No, no questions or concerns. Thank you so much for your instructions and support over the course of this class. I have learned a lot having taken this class. As a result, I feel more prepared to start graduate school in the fall for Criminology, Law, and Society at UC Irvine.

Assessment #2 - Exit Survey - Students graduating Spring 2015

At the end of the Spring 2015 semester, OIE and the Paralegal Program conducted an Academic Exit survey with the following questions and responses

1. Which credential are you receiving - 21% said an AA, and 84% said a Paralegal Certificate

2. How satisfied were you with the overall quality of your program - 89.5% said they were very satisfied

3. How satisfied were you with the overall quality of your program? 78.9% said they were very satisfied.

4. If you took an online course, how satisfied were you with the course 76.5% said they were very satisfied

5. How satisfied were you with your overall college experience? 76.5% said they were very satisfied

6. What best describes your employment status? 57.9% said they were employed, with 15.8% self employed, and 21.2% unemployed.

7. If you are working, how closely related to your field of study is your current job? 31.6% said very close, 15.8% said close, 31.6% said not close, and 21% said not working.

We just received these results (5/26/17) and we will review them and incorporate the results 
into our overall plans to improve the program. We plan on conducting an similar exit interview of our Spring 2016 graduates in the next two weeks, and we will compare those results with the Spring 2015 results and use those to improve our program. 

One result is that our students are very satisfied with the program, the quality of the courses, and online courses, but there is room for improvement.

Assessment #3 - Paralegal Focus Group conducted in Academic Senate Office on 5-26-16

The Paralegal program conducted a Focus Group (see below pdf) with the following results which will be, in part or in whole incorporated into our plans to improve the paralegal program
Results:

1. Consider adding a project based/performance based PLO which includes projects, internships, capstone, etc. to show and demonstrate competence, and also commitment to working and assisting the community such as mentoring, tutoring, self-help legal access centers, etc. 
2. Update PLO #1 to add “legal reasoning & analysis”
3. Add and imbed in each of the 12 law classes at the start of the semester – resources, videos, and an assignment to help students learn legal analysis, legal reasoning, and how to brief law cases
4. Add at least one research assignment in each of the 12 law classes to help students learn how to conduct effective legal research (PLO #2)
5. Obtain access for all students in the paralegal program to a “free” legal research program, or low cost, such as Westlaw or Fastcase.
6. Add more activities to the paralegal program - require them as part of each class, and add them in the syllabus. Such activities as moot court, attending law seminars, having law speakers on campus, volunteer work, going to the law library, 
7. Get membership in the law library for all of our law students
8. Add more lectures and online videos to the online and on campus classes. 
9. Add a capstone final project to each law class 
10. Apply to a law or paralegal honor society so our students can join
11. Set up a law scholarship, and imbed a writing competition in each class, and then tie that to the scholarship award each spring awards ceremony similar to the AJ Program scholarship

Changes Made following Fall 2015 Assessment Report

1. To address the issue of confusion between issue and rationale, the entire paralegal program will adopt a new pedagogy of "paraphrasing" case statements. This was accomplished in 6 out of the 12 law classes and will be completely implemented in Fall 2016. The results so far are excellent. Students provide much more detailed legal analysis of the law cases, and better understand the often complex issues due to the practice of "putting the complex ideas" into "their own words" and thus making it their own "work product, instead of just "copying and pasting" the rather dense language without really understanding and breaking it down into understandable parts. 
2. Adopt the use of short videos - this is in progress. We still need to train our law faculty. One new advantage is that Canvas now includes the Confernow zoom video directly in its course management system, making it easier for our faculty to access and use the video service. We will conduct training of our faculty over the summer, and also winter intersession and then report back on the results in our next program review. 
3. More prompt feedback from our law faculty - this area has improved without many student emails this semester complaining that faculty have not provided feedback or graded assignments in a timely manner. 
4. Instructions for assignments continue to be improved as we focus on updating and clarifying assignments each semester.
5. Spending more time on the preparation of forms - our faculty are working on this in each of our on campus class. Plus we have been providing more samples of completed forms to aid our students to learn how to accurately and correctly prepare and fill in the various court and legal forms. 
6. Help our students select the next law class in the program - At the end of each semester, each instructor is working with their class to help each student select the next law class.

1. Create study groups - we should be able to use Canvas course system to more easily set up groups as this new system provides this capacity. We will do a pilot project of student study groups in the Fall and then report back in our next program review.

2. Rework some assignments - such as preparation of corporation documents. We are in the process of doing this as we transition from etudes to canvas. 

3. Provide videos and on campus orientation to our on campus and online students on how to use the new course management system - Canvas

4. We are working with the Pathway to Law Initiative folks to obtain free access in a pilot project for a legal research program called "Fast Case". This will assist our students to improve their legal research skills which is a PLO (#2).

Our Advisory Board is now very active once we started the Pathways to Law Program in Fall 2014. On 2-21-16, myself as Faculty Champion and our Calif. State Bar rep, Paul Seraydarian who works with our pathways scholars as part of the Pathway to Law attended and participated in the 1st Pathway to Law Summit at UC Davis Law School where we met with all of the cohorts including the law schools, admissions persons for the law schools, and UC and CSU, along with the cohort Pathway Community Colleges (all 26) to discuss the Pathway to Law and how we can better serve our students in our respective paralegal programs. We met with the Chief Justice of the California Superior Court, Tani Cantil-Sakauye, faculty and students connected with the California Law Academies, the General Counsel Thuy Thi Nguyen of the Community College Chancellor's Office, and had breakout sessions covering transfer from the Calif. Community Colleges to the 4 year colleges, and beyond, and connecting high schools to the Law Pathway, planning for success beyond community college, the pipeline to law school, and many other related topics. This acted as a very robust discussion and Advisory meeting of all of our cohorts participating in the Pathway to Law School. See attached Agenda below. Also Mission College received the first Cal Law Recognition Award as the Diversity Champion Community College for its excellence and leadership in introducing students to careers in the law through the California LAW Pathway (see jpeg of the award below).

We met on 5/27/15 to coordinate a new joint collaborative between the AJ and Paralegal program each semester. A DUI Awareness and Mock Trial Program took place. see attachment herein .

In that meeting, we formed three different exploratory groups 

Group 1 - Mock Trial preparation - Attorney Seymour Amster, David Jordan, and Paul Graber, Monroe Law & Govt director will plan and develop a mock trial program for our aj/Paralegal and High School Law Academies

Group 2 - DUI Awareness Program - "Every 15 Minutes" program - our local high schools, San Fernando, Northrdige and Monroe will lead in planning and coordinating with our LAMC Law Club and the Paralegal Program. 

Group 3 - Tracking of our students from high school to UC/CSU and then onto law school - The Transfer Center (Tashini Walker), CTE (Mark Hobbs, and Cathy Brinkman), and Aleida Gomez (Counseling) will develop a program and strategy to track our students into the CUS/UC and beyond.

All three groups will meet again, mid Fall 2015 semester to discuss progress, and plan the next set of steps. These three groups and objectives will be long term, ongoing objectives incorporated into our Law/Paralegal program and classes.

Response: We have added much more balance in our program between on campus (hybrid) and online. Starting in Fall 2014 we began a rotation each semester in our offering of on campus and online classes. See rotation table herein. 

Our FTES was up from 13.1 to 16.3 in our on campus classes from Spring to Fall 2015, our online down from 47.9 to 37.3 for the same period and our high school classes up from 3.1 to 5.4. Overall we were down from 64.1 to 59.0. This in part was due to the fact that we actually cancelled two on campus classes for the first time in years. Our Law 20 and our Law 11. We did some last minute promotion on these classes. I think this was an anomaly since it is rare that we have to cancel classes. We will keep a close eye on this trend for Fall 2016, and report back in our program review. We have promoted a lot of law related activities through our Pathway to Law program which hopefully will increase our enrollment and the number of classes.

Response: Our FTEF at 82.4% is above the college average of 70.3%. We are adding more high school classes, and thus more adjunct faculty are teaching in our program. We are still not at a point where our program needs another full time faculty hire.

Response: Our average class size of 36.8% for Fall 2015 was down from 42.5 in Spring 2015. Again we are adding more hybrid and high school classes which have a cap normally at 45 students while our online classes are capped at 65. Because we are looking for a more balanced approach or split between online and on campus, the enrollment has dipped a slight bit, but for Fall 2015 our enrollment of 36.8 is still slightly above the college average of 36.6 students. Overall we are doing OK in this area, but we will watch the downward trend in enrollments. The Paralegal program should grow in the future. Statistics support a 10-15% growth over then next 10 years in the paralegal profession.

Describe the use of technology in this discipline.

Response: We have added a new technology in the Zoom.US video conferencing platform. It is a great new addition to both our hybrid and our online classes as it adds the feature of screencasting. This new platform is now being used by our counseling department in ecounseling for online students. see information attached herein on Zoom video

We are also going to add a new online tutoring portal called Net Tutor which will enhance our online and on campus tutoring. see attached information herein. 

Finally, as part of the OEI, we will be able to implement Smarter Measure software program, imbedded in our course management system to be able to foster and encourage online readiness to take our online classes. This will boost the student success and retention of our online students. see information on Smarter Measure, attached herein.

We are also adding Canvas as the new course management system, and all of our faculty have been trained in the Self Paced Canvas course and provided a copy of their Proficiency Exams to the DE Coordinator. All of the law classes have migrated from Etudes to Canvas, and we are looking forward to the new Canvas system which will provide so many more new features, including social media, etc.

1. Ensuring that students successfully transfer to four-year institutions - by active involvement in the Pathway to Law initiative state-wide, our paralegal program at Mission is working to ensure the successful transfer of our students, and we are creating a bridge for our high school students to Mission, and then beyond to the 4 year colleges - UC/CSU. We are also working with or other Pathway CC cohorts to develop at TMC in Law and Public Policy which will assist and streamline our students transferring to four-year institutions 2. prepare for successful careers in the workplace, and improve their basic skills; our students who graduate with our 12 law classes receive a state certified paralegal certificate under Bus. Prof. Code 6400 and 6450, and thus are able to go directly into a law firm, the courts, or public or private agencies to work as a paralegal. 3.Encouraging students to become critical thinkers and lifelong learners; the study of law provides a transferable skill set in analytical thinking, and thus motivates our students to become lifelong learners. 4. Providing services and programs that improve the lives of the diverse communities we serve. - The Pathways program is providing such type of community activities for our students and for the community at large to participate in that is assists with our diverse communities. Also one of the missions of the Pathways is to increase the diversity of the state bar and provide a more inclusive and diverse representation in our legal professions in California.

1) Provide a summary statement concerning the success of the unit in meeting the objectives identified in the previous year’s program review. If budgetary recommendations were made by the Budget & Planning Committee, please include in your summary whether those recommendations have been implemented.
The following progress has been made on objectives 1. Increase number of our law classes in high school from 0 - to 7 (from 2014 to 2017) We increased worked with our high school cohorts, and our Dean of Concurrent High School Enrollment, Dean Darlene Montes to increase our high school classes that are participating the the Pathway to Law program. We now have 5 classes, 3 at San Fernando High School, one at Northridge Academy, and one at LA Leadership Academy. We will add two classes (Law 1 and Law 10) at Poly Tech in Fall 2016. 2. Add excellent law faculty to our program to teach in our high schools and in our paralegal program. We have added Stefan Guttensohn, an excellent attorney/faculty who graduated from Georgetown with a Master of Laws in Securities & Financial Regulation (Graduated Deans List) (see attached resume) and he will teach Law 2 - Partnerships/Corporations this next Fall semester. We are also adding Sylvia Macias, the Title IX compliance officer at the LACCD District (see attached resume) who will be teaching at the LA Leadership Academy, and Isaac Lopez (see attached resume) who will be teaching at Poly Tech. We added Jessica Price as one of our law faculty. She just finished teaching at LA Leadership Academy and is an excellent instructor. She is teaching a Constitutional Law class online for USC Law School. She is a high school graduate of Crenshaw High School, Yale undergrad, and Harvard Law School (see attached resume) We are getting very highly trained law faculty who will only improve our program. 3. Increase transfer to UC/CSU We had 11 of our students receive their AA degree (2015). This is an increase from 3 each year. We still have much work to do with this objective. We will work with the Transfer Center at Mission on this objective. With our intense efforts in the Pathways to Law Initiative we should be able to double our current number of students transferring to UC/CSU. 4. Increase partnerships with law firms and the courts We have developed a great partnership with the San Fernando Bar Association and with a local attorney, Seymour Amster. Both are working with our law program and pathways. We will continue to work with them towards achieving our goals in the Pathways Program. The Non Profit Parents, Educators and Students in Action (PESA) is submitting a mentoring proposal to work with the Mission, ELAC, City, and WLAC Pathways to Law program, and this initiative will help to increase our transfer rate of our students in our program. See attached PESA proposal.

The paralegal program has continued to add more on-campus/hybrid classes to the mix of our classes. The Pathway to Law Program was recognized through the Calif. State Bar Initiative program as the Diversity Champion Community College. This is a real feather in our hat as this program includes 26 Community Colleges in the Pathway program, along with the Calif. State Bar, and 6 top tiered Law Schools including USC and Loyola Law schools. We now have a very active, and energized law club on campus, and we have 4 Pathway Scholars in Law School - see their attached biographies.

1) Program strengths, weaknesses and opportunities for improvement
  • A. Identify unit strengths and recommendations to strengthen existing unit programs
    Our paralegal program has been graduating paralegals for almost 30 years. We have had only two directors, and Prof. Jordan has been the director since 1997 (16 years). The continuity of leadership, our strong set of law class curriculum, our excellent, well trained faculty, and of course our students make our paralegal program one of the best in the LACCD district (if not in the State). See attached history of our paralegal program. Another strength of our paralegal program is both the paralegal job market growth and the salaries for paralegals. The demand for paralegals will remain high and will provide excellent growth opportunities for our program. see attachment below on job outlook and salaries. We now have the support of Academic Affairs in adding high school concurrent enrollment. Last semester we taught 1 class at San Fernando. In the Fall 2016 we will be teaching 7 high school classes. We have hired excellent adjunct law faculty who are highly trained attorneys in their respective fields. We have formed a great partnership with the San Fernando Valley Bar Association who is helping us plan great events, activities and opportunities for our law students.
  • B. Identify unit weaknesses and recommendations to correct weaknesses
    We have several challenges (weaknesses) in our paralegal program. 1. We do not track our paralegals once they graduate to see if they get jobs. In our 5/27/15 AJ/Law Advisory we discussed this issue, and formed an exploratory group with our Transfer Office at Mission, our CTE Office, and with our local high school representatives to explore how to improve this issue. 2. We do not maintain a "Paralegal Job" Career Center with resources to help our paralegals find jobs. I found my first two law jobs through the Loyola Law School Career Center. We plan on developing this at the Pathways Resource Center in the Library. We need to seek funding to support this needed resource. 3. We need to provide assistance to our paralegal graduates in editing, drafting, and improving their job resumes. 4. We need to network more with the legal community, law firms, the courts, the local Bar Associations to further establish our partnerships with them and to grow our program and improve the jobs and salaries our paralegal graduates obtain. 5. We need to improve our graduate paralegal alumni social network. We currently have a Facebook page for our paralegal program but need to use it more to enhance the alumni relations with our former graduates. See the attached weaknesses which paralegal face with the paralegal profession. We need to work with our graduates to help them overcome the inherent weaknesses in the paralegal profession - i.e. lack of career path, high stress, long hours, routine work, poor hiring climate, lack of respect, unauthorized practice of law (UPL), and lack of challenge. 6. Substantial decrease in both student success and retention The paralegal program has always been 10% above the college average on both student success and retention. This new trend of lower than college average in both success and retention is of great concern. We need to identify the source issue for the decrease in student success and retention. We will work with OIE, and our Dean to identify the issues, and problems and to plan a strategy to remedy the decrease in this area.

Since our paralegal program has a significant number of online students, and our paralegal program is one of the few completely online paralegal certificates offered at a community college in California, we face all of the increasing costs, time and resource management, technology problems and advances that online courses face. This includes increasing costs for hosting the course management systems and for extending student services to our online students. Our DE Program is submitted its academic program review this year. A careful review of the DE program review is also necessary for our Paralegal Program and also the online business classes in our Business and Law Department. We need to optimize the costs and use of these new technologies. See attached DE Program Review and Commendations and Recommendations. The comprehensive approach outlined in the DE Program review supplements, augments and supports much of our law program as we have 60% of our law classes online. We have been delivering our paralegal certificate in an online format since 2002 for now more than 13 years. We continue to improve our online program through training of our online faculty, and adding new technology.
